The Civil Preparedness Advisory Council is established in accordance with the state civil preparedness plan and program, under Connecticut General Statute, Chapter 517, Section 28-7, and the Somers Town Charter. The town's Emergency Management Director, appointed by the Chief Executive Officer, serves as chairman of the Council.
The Council serves as an advisory and consultative body to the Emergency Management Director in the compilation of the details of the town's emergency plan of operations. In order to be eligible for any state or federal benefits, not later than January 1, 2008, and annually thereafter, each town or city of the state is required to have a current emergency plan of operations that has been approved by the State Commissioner of the Department of Emergency Management and Homeland Security (DEMHS). The plan shall be submitted to the commissioner after it has been approved by the local director of civil preparedness and the local chief executive. The authority of the Civil Preparedness Advisory Council does not supersede that of any regularly organized police or fire department.
The Council is comprised of nine members, appointed by the Board of Selectmen, each serving two-year terms. Four of these members consist of the Resident Trooper, the Fire Chief, the Superintendent of Schools, and the Superintendent of Highways. The Emergency Management Director is responsible for the organization, administration and operation of the Council, subject to the direction and control of the Commissioner of DEMHS .

The Civil Preparedness Advisory Council conducts its regular meetings the first Friday of each month at 7:30 a.m. generally at the Somers Fire Department.
